BAFA, KfW, or ILB? The 2026 German subsidy comparison

Grant or loan, federal or state? Which funding body fits which project — and which mistakes regularly sink applications.

Three funding bodies, three logics

Anyone looking for subsidies in Germany almost always ends up with one of three players: BAFA (the Federal Office for Economic Affairs and Export Control) with direct grants, KfW with low-interest loans and repayment subsidies, and the state development banks — in Brandenburg, for example, the ILB. The programs are not mutually exclusive but follow different logics: BAFA mainly subsidizes consulting and energy efficiency, KfW finances investments, and the states fund regional projects, often with the highest grant rates.

  • BAFA: non-repayable grants, e.g., for business consulting (up to 50% of consulting costs depending on region) and energy efficiency measures; application filed directly and comparatively lean
  • KfW: predominantly loans at reduced interest rates, some with repayment subsidies, e.g., for start-ups, innovation, and energy-efficient buildings; application always via your principal bank (Hausbank)
  • State development banks (e.g., ILB): grants and loans for investment, digitalization, and personnel in the respective federal state; grant rates for SMEs frequently between 20% and 50%, and higher in structurally weak regions
  • EU programs: for ambitious innovation projects (e.g., EIC, Horizon Europe) — high rates, but long lead times and strong competition

Which route fits which project?

As a rule of thumb: for consulting and smaller efficiency projects, look to BAFA first; for larger investments and working capital, to KfW via your principal bank; for regional digitalization and growth projects, to the state development bank. The typical mistakes in applications

  • Premature project start: anyone who orders or signs contracts before approval generally loses the entire funding entitlement
  • Wrong SME status: affiliated companies and shareholdings are counted in — anyone who misses the EU SME definition is out of the program
  • Ignoring the de minimis ceiling: many grants run as de minimis aid with a cap of €300,000 per company within three years
  • Underestimating the proof of use: missing receipts and reports after project completion lead to recovery of the grant plus interest

Frequently asked questions

Can I combine BAFA, KfW, and state funding?

In principle, yes, as long as the same costs are not funded twice and the state-aid ceilings are respected. A common combination is a state digitalization grant with a KfW loan for the remaining financing. The cumulation rules are set out in the relevant funding call and in the grant notice.

Why must the KfW application go through my principal bank?

KfW grants its loans under the so-called on-lending principle: your principal bank (Hausbank) assesses creditworthiness, bears part of the risk, and submits the application to KfW. You benefit from the favorable conditions but negotiate with your bank. Plan additional time for this procedure before the project start.

What counts as a funding-fatal premature project start?

As a rule, any legally binding order or commissioning before approval or before a written exemption — including signing a supply contract subject to conditions. Planning services such as obtaining quotes and consulting meetings are usually harmless. When in doubt, ask the funding body in writing before the first signature.

Is a funding application worthwhile even for small amounts?

For standardized programs, yes: grants for consulting or smaller digitalization projects can be applied for with manageable effort. For complex innovation programs with expert review, the funding volume should justify the application effort of several person-days.
